Your expression would allow more than 60 minutes, eg 51° 61.7´ N. Try something like this:
([0-8][0-9]|[9][0])°' '([0-5][0-9]\.[0-9]|60.0)´' '[NS]
Or even better:
([0-8]\d°\ \d\d\.\d*\´\ [NS]|90\°\ 00.0*\´\ [NS])
